Hi,
If it is flashing fast when you are trying to start the car that is
the PATS system (Passive AntiTheft) that is the system that uses the
chip in the key to allow the car to start. And that is what is causing
your problem. However, it cannot be over ridden as it is built into the
engine control computer. There is not a wire that you can cut or jump
to get the system to not work.
But, there is a common problem
with that system. Try tiling the wheel into different positions and
then try to start the car. The PATS sensor ring is mounted right at the
ignition lock cylinder (where the key goes) the the wires from the
sensor ring to the bottom of the steering column break. Sometimes you
can get it to work by tilting the steering wheel into different
positions.
Unless you need to send the car for repair.

There is no override button under the dash unfortunately. Here is a
section from the Ford Service Manual on how to disarm the system.:
Disarming A Triggered System
NOTE: A perimeter alarm will "shut off" after 165 seconds, but the system is still armed and is not disarmed.
An armed or untriggered perimeter anti-theft system can be disarmed by one of the following events:

Unlock the doors by entering the unlock code on the keyless entry keypad (14A626).
Unlock any door with a key.
Turn ignition switch to RUN or ACC.
The remote entry PANIC button will disarm the anti-theft system only when the perimeter alarm is triggered and sounding.

Check the small wires on the positive battery post for corrosion and if the fusible links are bad.
The theft light is supposed to flash, and it rearms itself, if tripped. So it is not the problem.

There are two thick wires from the battery positive terminal. Both wires look good and no sign of bad corrosion at the connection. One wire goes to the fusebox and the other goes down to the engine and beyond. Can you please tell me which one has the fusible link and what's the good way to check it? Or if there are other things I should check as well? Thank you.
Hi, I've found the problem came from a bad battery! (Your suggestion of checking the fuselink from the battery positive helps to steer me into this checking and thank you.)
Okay, now when I hook it up to a new battery the "scenery" changed completely. The horn blares continuously when I connect it up and the lights all come on. And I still cannot start the engine when turning the key (these I assume are alll symtoms of the anti-theft system working). Can you please tell me how to disarm the anti-theft system of this 2003 Ford Taurus and consider the problem solved.
Thank you for the suggestions that have taught me a lot about the anti-theft system on this car. By following the suggestions I was able to disarm the system in order to stop the horn blaring. My problem was traced to a bad battery that started a chain of unexpected events.
