Try this:
Turn headlights ON
Try to start car.
Headlights:
1. Stayed on full brighness, slight flicker means bad solenoid
2. Noticeable dimming - battery too discharged
3. Cut off significantly - remove battery cables & clean clamps & posts. Will start w/o boost.

Even though there are accessories on, there may not be enough to turn starter over. Or the connection is bad or not metal to metal contact. Last possible cause would be faulty solenoid.

92 subaru loyal wont turn over and makes humming nouise in cab

If the starter does not engage you will hear the "growling" in the cab which is usually the fuel pump and is a normal noise, more apparent because of the lack of engine noise. First thing to check is the wiring to the starter under the hood. If it is ok could be contacts in the starter solenoid , starter brushes or a"dead" starter. I would try tapping the starter with a SMALL hammer or the end of a I/2 inch breaker bar while having an assistant turn the key to attempt starting. Stand on driver's side, If spare is mounted under hood, remove spare. The starter is visible and can be tapped from there.

Has lights but no power to motor

Check connection at starter motor relay, the relay may be bad if you don't hear a "click". If it clicks, it works and the problem would then be the starter itself.

Turn the ignition and the engine barely cranks

You could have a starter that draws too much amperage or a bad ground. Check your grounds at the battery cables and check that the battery is fully charged. You may have an alternator problem. If the battery is fully charged check the starting and charging systems and that will tell you your problem.

My 1999 f150 wont start

Go back to your battery connections and make sure they are clean. If you recently replaced terminal ends, pull on the wires and see if it cranks.

Van wont start or turn over. (battery has lots of power)

Possibly a dirty or loose battery terminal. If they are okay and starter won't click, give the small wire on the starter motor solenoid a wiggle. It could be a bad conection.
