Question about 2003 Lincoln Town Car
The fluid is most likely a leaking shock absorber. the rattling is the loss of fluid charge and most likely occurs going over bumps. I recommend that both be replaced.

Wheel cylinder needs replacing; rattle may be coming from broken wheel cylinder; consult your local mechanic, or if you are mechanically inclined., DIY. :-)
