Better go back and have the boys retune it. Most likely it is the throttle butterfly flap/valve in the intake hose which is dirty and needs to be cleaned. so called "tune ups" are pretty useless nowadays.

While in idle my baterry neddle moves back and forth

It sounds like one winding in the alternator is not working, so at low idle it is not providing a smooth full charge to the battery and the gauge is indicating this. Repair or replace alternator.

My 2000 ford expedition what it does when i turn it on i have to wait at least 10 minutes to warm up. And while im waiting my rpm neddle goes up and down and the truck feels like it wants to turn off. ...

might have a bad temperature sensor or thermostat . and if the rpms are going crazy there is a tps sensor throttle position sensor and an idle air control valve also check the wires going to these devises i had a wire cut and replaced the tps and it still din`t fix it it was a bad wire do a little looking around see if wires are touching or rubbing on things they are strapped to . also do you have a check engine light on . and have you done a tune up lately

Slow idle at start, rough idle when shifting

The tuning and timing of the car must be reset. The slow speed tuning is so low that it goes down when the drive is selected.
So the timing of the engine and the correction for fuel to maintai the engine rhythm shoudlbe set to standard condition as per specification... refer you manual

1997 Honda Civic dies while driving but will restart

It sounds like your car needs a good solid tune up. It sounds like the injectors are fighting to get fuel so the slower you go the chances of you stalling is even greater. And the faster you go the fuel system is just getting just enough fuel that the car needs to keep running.....I hate to say this but it sounds like you need a tune up.
