The flap is in the venting itself behind dash. It is not easy to get to. It may be stuck or the vacuum controlled actuator that moves it may be leaky or the vacuum hose that goes from actuator to control switch may be leaky. You can use a vacuum tester to see if it holds pressure.

Fuel pump is stuck/fuel filteer or fuel pipe clogged. Try blowing pipings to tank with compressed air from an hand/foot air pump (not from compressed air bottle).

Chevy heater diagram1989 1500 p/up

That truck had two electric motors that change from hot and cold air and from vents, floor, and defrost. one is located on top or on the side (facing the seats, behind the center dash piece) of the air box in the dash, and the second is on the left side of the air box next to the radio module above the gas peddle. Had the same issue with my 88 Silverado and changed both. I dont think your problem is going to be the one near the gas peddle.

Acceleration no air, foot off gas air barely blows out vents

The vent is controlled by vacuum. Check the condition of the vacuum hose associated with the vent control. What is happening is when you decelerate, the intake manifold vacuum increases, and a diaphram is slightly pulled giving you air in the vent but very little. In normal condition the diaphram wont even pull. Solution is check for a vacuum leak in the vent control trace it coming from the intake manifold.

Your heater valve is stuck open, also in a pinch you can crimp off your hose to the heater coil at fire wall. Try to find the heater valve vacumb hose under the hood see if it is bad and fixit. or some models have a cable to the valve could be broken.
