The blower motor is shorting out.Replacement is the only option. If the speeds don`t work, replace the blower resister also, next to the blower motor.I hope this was some help to you.

Blower is not running ? Or is ?if the blower fans not working check fuses or replace motor , if your heat cycles and your blower blows cool air , its likely a heater core issue

When I turn on my heat or air, nothing happens. There is a slight hint of heat or AC coming out of the vents when I have it set at 4. It will occasionally work, if I hit a bump just right, and it kicks...

If I'm reading this correctly- your blower isnt working? the fan doesn't blow? If the blower comes on over hard bumps, probably the blower motor is bad. More common is blower resistor, but try to find motor & bang on it while switched on...if it comes on, the motor is bad.

AC on 1999 Oldsmobile intrigue not working correctly.

the air feels hot ( compressed) because the ac compressor is not working
you say that occasionally it kicks in and then the air is cold
that could be either a climate control module , thermostat compressor relay problem but which ever way you look at it it will cost cash
the best way is to have the problem properly diagnosed by an accredited ac specialist shop and get a quote and then decide on the fix

Heater blower motor doesnt work once in a while when you start the car. Sometimes it kicks on when it feels like it. Today doesnt work at all. Do you think its the motor or resistor/relay?

sounds more like the control panel. give it a couple of turns clockwise and counterclockwise or up and down depending on the type of control panel and see if it tries to start. if so, then it's your panel switch.
