The wine will be there until the fluid bleeds out all the air.If it does not,then have the power steering pump replaced again,and be sure to flush the system with a good power steering flush.But the remanufatured pump is most likely the problem.The pump had a flaw that the rebuilder didn`t see.Do make sure the lines are not kinked anywhere.

Power steering pressure pumps don't work off and on, power steering rack and pinion steering gear system can however do this, I suggest before you do anything have the power steering flushed out and new fluid installed, this may be a particle of dirt in the system causing the problem, also add a bottle of Lucas Oil power steering additive, the stuff really works and may solve the issue, but the fluid flush must be done first.

It is full of fluid right? Squeeze the return line to the pump with a pair of pliers. If the pump wines when you do this the rack is the problem. If the pump doesn't wine, the pump is bad

It sounds like your power steering pump, not the belt. Have u checked the fluid level? If it's low it can make a 'growling' type noise. Any leaks under the car from power steering? U can check by putting a big piece of cardboard under the car at night, check where any leaks show up on it the next morning.
ålso check the belt for fraying or cracks (if u find any, replace it), also the belt tension, if it's loose, the belt may squeal (not what u describe),

yes , i am sure you checked for leaks on the rack at the boots on both ends near the wheels. if none try adding a power steering conditioner to the pump . drain the fliud from the reservoir first by taking off one of the hoses the more conditioner the better. this may not work but it is an easy and cheap way first. there is also a relief valve in many pumps that might be stuck not allowing pressure to build.
