Remove tires, brake caliper, outter tie rod end, lower ball joint.Push down with heavy pry bar(may take two people)Of course remove axle nut, push the axle out of the spindle, while pulling outward on the spindle.Be sure the ball joint stud has cleared the spindle. Then take a medium pry bar and go between the inner axle knuckle and the trans, and kind of pry,,if you will pop the axle out with the pry bar,,pop when prying, hard to explain, but kind of pop it ,it will come out.

I cant get the axle nut off to take the roter off the front wheel

A large breaker bar and deep well socket is required to get the axle nut off. They are torqued down very tight-about 150 ft. lbs. Easier to loosen the nut sith the car and wheel on the ground, then you can raise the car, remove wheel, remove the nut and washer, and get to the rotor.

I failed the safety inspection ,they said it was the front axle? what is this

They must have said more than its the front axle,
bearing?
Seal?
Oil leak?
CV boot?
freeplay ?
Cracked?

Either way it will need fixing as it is the axle for the front wheels, and you cant drive if you cant steer.
