Question about 1998 GMC Safari
Before spending money on parts, open the hood and find the wiper mechanism. You will see a place where the wires go into it. disconnect wires. (battery too) remove cover plate. Under plate you will see a circuit board. Try removing and reinstalling board. This some times cleans the contacts and gets it working.

The most common cause of this is the wiper swtich is defective.
