Check the PGM-FI relay, typically located under the dash, you can access this from underneath it is above and to the right of the brake pedal mounted to a support bar. the relays for 90's are Brown in color.
a large relay with 5 wires in the connector.
jumper the fuel positive with 12 volts. if the fuel pump wiring is operational it will operate, if not there is a problem with the wiring which could include the ground

How do you know the fuel pump is good ? Did you do a fuel pump pressure test with a test gauge ? Did you test the fuel pump electric circuit ? Is the check engine light on ? There is a fuel pump relay under the hood engine compartment . The right front behind the headlamp are four relays , the one to the left is the fuel pump relay .I'll send a link to a video on testing the circuit !There also is a fuse in the wiring near those relays , it's power for the fuel pump relay ! Or you have a bad fuel pressure regulator ! A plugged catalytic converter could do this , need to pull the O2 sensor an do a back pressure Test ! Fuel pump trouble shoot

You can use a voltmeter and test the power to the fuel pump. You can test power to the fuel pump relay as well. You can test the fuel pump relay with an ohmmeter on the RX1 setting to see if it is good. Make sure to check your fuses as well. Another good test is a fuel pressure test.
When you first turn your car's acc. on without starting the car, you should hear the fuel pump prime itself up for about 5-10 seconds. You should be able to hear it pump.

How do i change the fuel pump for a 1991 buick regal and how can i tell if it is the fuel pump

turn the key on without starting the engine and listen for the fuel pump to make its 2 or 3 second fuel prime,, you may have to listen carefully, if you dont hear it, check the fuel pump fuse 10 amp red fuse. If its ok check for power at the connector leading to the top of the fuel tank, with it unplugged test with a test light the harness side of the connector between the grey wire and ground for power, the test light should light up when you do the fuel pump prime test again, light will come on for 2 to 5 seconds, if it does replace the fuel pump in the fuel tank >>note if you can hear the pump in the first test, pressure should be around 35 psi .

Fuel pump

The performance of an electric fuel pump can be tested several ways. The easiest and most effective of which is to test fuel pressure and volume at the vehicles fuel pressure test port. Normally located on the fuel injection rail. A more direct method would be breaking the fuel line somewhere between the pump and the fuel filter and placing your gage there for a test.

Will not start

have you tested the fuel pump yet? you do not need to remove it to do so.
if you have not tested the fuel pump yet, test for fuel pressure at the fuel test port on the fuel rail. if you have no fuel pressure, then test for voltage at the fuel pump fuse and relay. if all is well, and your final test for voltage at the weather pac terminal above the tank is good, then you should replace the fuel pump assy, or the wire leading to the pump itself in the tank. 99-01 gm vehicles have a poorly constructed fuel pump wire which tends to cause intermittent connectivity.

to get to the fuel pump, you will need a fuel line tool ( cheap and redily avail) used to diconect the snap over lines from the pump assy. there are two large straps holding the fuel tank in the vehicle, and the tank will need to be removed in order to get the pump assy out. there are two weather pac terminals on the top of the pump assy, and two fuel lines that will need to be removed. finally, the pump is held in the tank by a snap ring. after removal of the snap ring, the unit should lift easily out of the tank.
