If the master cylinder is full and there are no more leaks then air is probably still in the system, rebleeding would be the first thing to try

Brake pedal goes to floor

for the pedal to go to the floor there is still air in the brake system. Start again starting from the longest line bleeding each in turn to the shortest line . make sure you have adjusted up the rear brakes before bleeding as every time you press on the pedal the shoes expand right out and when you take your foot off the pedal the shoes go all the way back in. adjust them manually and do not rely on the self adjuster as it only adjusts on wheel movement

You changed the master cylinder and vacuum booster and have no leaks anywhere, but did you bleed the entire brake system after you did this work? A little bit of air in any of the lines will make the brakes ineffective.

How do i know if my master cylender is bad?

A classic example of a failing master cylinder is the brake pedal fading(going to the floor) while sitting in traffic,i.e. at a stop light. Brakes are nothing to second guess though.Let a mechanic make the diagnosis.

Just replaced master cylinder on 1990 aerostar and bled the brakes, still the pedal goes to floor and i have no brakes

Did you bench bleed the master cyl. before installing it? then when you installed the new master, did you bleed all 4 points? If yes, then check all for points for leaking caliper/s and leaking wheel cylinder/s. If the van has ABS, check the valve body for a bleeder screw and see if air bleeds out of it. If you've checked everything twice and did everything right then your new master cyl. may be defective.

Brakes fail.

You have a major brake fluid leak. The master cylinder, brake calipers, hose, steel lines or rear wheels cylinders are leaking. Not safe to drive until you repair it.

sounds like you are getting a false ABS activation. Check the axles at the outer cv joints to see if the sensor rings for the ABS are cracked. A common problem.
