Question about 1999 Nissan Quest
If the blower is coming on when you put it on #4 then it is definitely a switch issue. Try replacing the switch.

Same prob. Had relay replaced, 1 month and back to only working on high (#4). Do you think it's the switch

i believe the problem is with the blower relay. This relay is under the dash. Go to any auto parts store, like an autozone and they will show you what it looks like.

THERE'S A SENSOR UNDER THE PASSENGER SIDE OF THE CAR UNDER THE GLOVE COMPARTMENT YOU HAVE TO LOOK WAY UNDER JUST LAY DOWN ON TOP OF THE MATT IN FRONT OF THE PASS SEAT IT HAS 2 SCREWS ON IT UNPLUG IT THEN UNSCREW IT TAKE IT TO THE DEALER IT COST ME ABOUT 30 TO 50 DOLLARS BUT THAT WAS THE PROBLEM I HAD. Replace your blower motor resistor
Resistor located under dash on passenger side in screwed into blower housing. May be able to be repaired. Requires soldering a small piece of "unmelted solder" across where the old fusible link was. look carefully at resistor. Or else just replace. Buy new. Junkyard resistor likely to be as bad as yours.
