If i wait for the light to go off then i can start it right up
You nay have a worn out ignition key pellet or broken wire inside the ignition switch that goes to the anti theft unit and it is being put in a passive mode which will allow the car to start after a waiting period.

when you locked your car did you use the fob to lock the car? If so close the car door and unlock the car using the fob!! If you use the remote/fob to lock the car you must use it to unlock the car otherwise the car will not start and will stay in Security mode. I have a 99 as well and found that little trick out lol.
