Usually have to take wheel arch cover and wheel off, then pass it out from below.
Take all mounting bolts out first.

This is not an easy job. If you know what your doing it can take 2 hours minimum. Have to get it from under the vehicle if you don't have a hoist don't bother.

maybe you need to fill up the steering fluid, it might be drying up. try checking the belt of the power steerin too it might be a little loose.

rack and-or pinion... Good thing the 98 is a very good and popular windstar, its not as bad as it sounds.

you will need power steering pully puller you can rent them at most of your local part house or you can buy them there you will need to pull of belts then the pully hope this helps
