The only way to know for sure is to put a fuel pressure gauge on the pressure regulater valve. when yo tuRn the key on ENGINE OFF the pressure should run at 50 psi when you turn the key off it should hold pressure for one minute, if not the regulator is bad, or the fuel pump check valve is not holding and this is not good. So the pump has to e replaced.
