I have s 99 ford Explorer that hesitate and picks up slow cuts off when I come to a complete stop and give me a hard time restarted at times

First thing I would check is fuel pressure. Low fuel pressure will cause hesitation and hard starting. How long since the fuel filter has been changed? A weak or old, tired pump can also cause low pressure. If pressure is good, scan for trouble codes.

Fuel Filter Replacement on 97 Explorer There's no trick, but you do need a special tool.

1. Remove the safety retainers from the fuel line/filter connections.

2. Install the special tool between the line & filter & slide it toward the filter to release the metal tangs that hold the line to the filter.

3. Slide the line off of the filter.

How hard is it to do a tune up on a 99 mercury

If it's a six cylinder, the air filter and fuel filters are accessible. The front spark plugs are not too hard. The rear plugs are difficult and you can expect to tear a knuckle or two trying to change them.

My 99 ford explorer cuts out and dies when accelerating in drive

You may have dirty or clogged fuel injectors, may also be problems with the ignition system. Might also check the fuel pressure to make sure the fuel pump is working correctly.
