Question about 1991 Acura Legend
It a small black box in front of your intake. air mass flow sensor is a common problems for causing the engine to surge, usually when the unit goes bad it cant sense the the correct amount of air enter the intake systems which will throw the ecu off, so the ecu stop delivering any more fuel into the engine which will cause the engine to rev up and down. there no way testing the unit, because it sealed unit. I don't know of anyplace that offer bench testing for the unit, if you do, it will cost you 50-75 buck and by the time the shipping and handling is done it will be close to 100 bucks. New one will cost you an arms and a leg, if you need to replace the unit I recommend you look on ebay or get one from a junk yard, it should run you about 75 -100 bucks used. Check the distributor unit cap and rotors, this can also create the problems. also just a reminder with the legend, if you have over 100k miles its very important that you change the timing belt on that car if you have not done so. do every 3k miles oil change that car will run for you many more years. hope that help some...

When was the last time you changed your fuel filter, on this model it is right on the firewall near the brake master cylinder. this is usually a thing that gets missed during your maintenance
