Question about 1999 Ford Taurus
Check to see if your brake lights are working. if they aren't coming on when you hit the pedal you need a new Brake On/Off switch. In the mean time you should be able to turn the key forward one click, put the shifter in Neutral and then start it and drive it like that. The BOO is located on the brake pedal arm. it may be yellow, blue, gray, or in some instances black (depends on the plant it was built at and the year of the car). It will have 2 wires going into it (typically one red, one black). if your brake lights don't work and you replace that switch that should fix your shifting issue.
