there is a flapper door that is controled by a little servo motor under the dash that controls the mixture between hot and cold depending on where u have the control set. sometimes when that stuff goes out you may hear a thumping sound under the dash... problem could be in temp control switch, the air mixture control door motor,,, if not......heater core could be stopped up or bypassed underhood
yes there is a procedure,but no short cut in removal of dash board.but my advised is that pleased contact a perfect electrician to remove it safely because of the electrical wires.
Blend air door may be stuck. I removed a pencil from a heater box before. It had fallen from the dash, down through the defrost vents and jamed the door.
On my 2000 Windstar, I had this same problem. I replaced the vent door motor and the problem went away. It is roughly $40 from O'Reilly. The motor is a white box located behind the radio. Remove the radio, then remove the plastic trim piece around the radio and climate control. From there, you will be able to remove 4 8mm screws from the white motor. Unplug the electrical connection and remove the motor. To put it back together, do the reverse of these steps using a new motor.
My 99 windstar did this too. It was the blend door that the actuator motor goes into was broke. When you pull the actuator out look into the hole and see if you see a d shape piece coming out of the box if it is not d shape it is broke check out this site great photos
