the starter relay isn't that hard to replace, and is probably your problem. If you can remove the starter and take it to autozone or similar, they can probably test it for you.

Drive 4 awhile, turn off and will not start again. have to let sit 4 awhile. new fuel pump

Not necessarily. Check your fuel supply to your fuel rail. If there is fuel you may have an ignition problem that is heating up and won't start until it cools a bit. Fuel problems typically will start but takes a while to get fuel back up to the rail when they start leaking down.

1995 toyota 4 runner starting problem once in awhile

Is the starter turning over the engine when it wont start or is nothing happening at all?
I might have your solution if I have more details.
If the engine is turning over but not starting then switch on the ignition and push it to start. If it starts you probably need a new ignition switch.

Please get back to me .Thanks

sounds like the blower motor has burned out, that would account for the weird smell as u say, the blower motor is on the passenger side under the dash.
