Take the seat out of the car and disassemble it... Inspect it for anything which would prevent the seat back from reclining... repair/replace components as needed.

1995 Lincoln Continental, passenger seat won't tilt back forward

YOU HAVE A SWITCH OR A TILT ACTUATOR MOTOR PROBLEM. LINCOLNS HAVE 5 OR 6 ELECTRIC MOTORS MOUNTED ON THE UNDERSIDE OF EACH FRONT SEAT WHICH REQUIRES REMOVING THE SEAT TO INSPECT .THEIR ARE ALSO CABLES ATTATCHED TO THESE MOTORS SO LISTEN WHEN YOU HIT THE TILT SWITCH DO YOU HEAR A MOTOR NOISE? IF YOU DO THEN YOU MAY HAVE A BAD CABLE.

HOW TO ADJUST DRIVER'S SEAT IN HYUNDAI ELANTRA

There is a lever on the left side by your **** that tilts the seat forward or back. There are knobs on the side that you turn to raise the seat front up or down, there is a handle under the front of the seat that you either pull up or pull to the left to slide the seat front or back. And depending on the seat there might be a lever on the left side of the seat back that controls how much lumbar support.

Seats

There are usually a combination of 4 nut/bolts per seat. You'll need a T55 or T50 torque bit and an 18mm deep socket to remove these. To access them slide the seat to the extreme front and rear. Once all nuts/bolts are removed tilt seat back and undo wiring harness from underneath. You have to remove both driver and front passenger seat to remove the centre console /middle seat.

How to fix the tilt steering.. won't go down even when you push the auto button. My heated seats ain't workin either..(driver & passenger seat)

Most often, the stuck steering wheel is a result of a faulty 'tilt relay switch.' If you attempt to use the tilt switch and you can hear a clicking/whirring noise, then its your relay switch, if not, it may be the motor that is broken.
