yes you do.the caliper has to be removed to get pads off and piston on caliper needs to be pushed back in with a C clamp before new brakes will fit back on.
No, the only reason to remove both would be if you were replacing the caliper. Just remove the one and swing it out of the way to replace the pads and push the cylinder back into place.
