Trying to get a quote on my car that was caught in the Georgia Flood of 09 it was 96 Honda accord lx sedan 4d. Covered in water from the ground to the steering wheel in water

Lots of problems my friend. You will have to check every circuit board, sensor, and component in the entire car. You may never find all the problems. It is not worth the time or energy. Unless you are using it for parts then ask your local junk yard.

You have shorted out the body control module and most likely the wiring harnesses and their connection points, The insurance company should have totaled this, the cost to repair will be thousands

My car will turn over but i have to flood it to get it to start and then its fine

How do you flood a fuel injected vehicle? Pumping the gas pedal does nothing for adding fuel before starting. The computer controls the fuel injection system based on many parameters. Moving the gas pedal only opens the throttle body to let more air in.

double posted, and fluids? you mean FLOODS.
see previous post,
there are other ways to flood any motor.
one other is (iSC /IAC devices are stuck closed) gummed up.
this cause no starting air, no air means flooding.
I cant see your car, and see if starting with 10% throttle solves the flood, but you can.
also WOT cranking, cuts all fueling and can not flood and will start any flooded engine.
but if this still floods,now, that is bad injectors. leaking.
WOT cuts injection pulses dead, and no fuel flows, cranking.
knowing these facts on EFI makes finding causes easy.

I have a 2004 saturn ion that currently got cought in the middle of a flood and now won't turn over the lights and the radio works perfectly fine but when I go to start it up it says service vehicles...

it has go into servise mode. you need to get it checked and have the sevise codes removed. the flood warter would of set this off if the service code was not remover from its last service.

In July, I got caught in a flash flood with my 2002 vw beetle and had trouble with my speedometer (stayed on 0), odometer, fuel, and RPM gauge on the dashboard. Speed Sensor was replaced 2 weeks ago, but...

I would start by checking the connections on the cluster, water is the worst thing for electrical components, now a flash flood did the water fill in the car? if so then you may what to have computerr checked also, this sounds like the connections may be bad at times.

Try your coolant temp sender, if it's bad the computer thinks it's running cold all the time, therefor giving it more gas.

Will drive through flood water cause clutch problem?

as for choking make sure your air filter is not soaked in water, as for your clutch dont see ya water would affect it unless you picked something up in the puddle that got logged in the linkage
