This means that you are running the engine cold without warming it a little. When you start a cold engine you must be running the car at normal speeds immediately. The tappit valves have to be adjusted.

My 4.7litre v8 2000 tundra won't speed it stop working when i try to speed

First of all I have to say this, but you shouldn't be speeding. Now, with that said, the tundra is speed is governed and can be bypassed. I believe there is a green 40amp fuse by the battery for the abs. If you remove that then it should lift the governor, but you also no longer have abs, and a working speedometer. Should only be recommended for on the track. Hope that helps.

How many years or miles should a timing belt be changed on a 2000 V8 Tundra ?

Replace the timing belt at 90,000 miles or 10 years. Considering it is already 11 years old, replace it now. Warning: This is an interference engine. If the belt breaks you will have serious internal engine damage. The water pump is also driven by the cam belt so it is advisable to replace it at the same time you replace the cam belt in order to save labor cost later on when the pump fails. The pump will not last 180,000 miles so replace it now.

Oil presure low on start up, rod noise for first 15 sec if temp below 30

You need to switch to synthetic oil as soon as possible! When you change the oil, make sure that you are replacing the filter with the correct one. Some filters contain an anti-drain back valve that prevents this problem. The synthetic oil will flow more rapidly when cold and prevent the epidemic problems that toyota has had with sludge build-up.
