Question about 1993 Chevrolet S-10 Blazer
The bottom pulley is typically the crank pulley. If you are starting the engine and that is not turning the starter is not engaging. If it is not the crank pulley it is probably the Power Steering or the alternator. Try tightening the belts to see if that helps. If not, you may soak them in penetrating oil to get them moving again, but it's a long shot!!!
