I have a small steamer that does a great job ,at least you got just water my boy did ****,the small steamer I bought do great and is worth the investment,I hope this helps you?

A cheaper fix would simply be soda water. The 'ring' is likely sweat, and dirt that has been building up on the seat for a while now. Soda water, and a washcloth should bring that right out.
