Either a bad or loose ground wire most likely. the wiring is sometimes grounded or the actual frame is grounded to the taillight housing.

Where is the tail light relay located on a 2003 Mercury Grand Marquis GS? My tail lights and parking lights do not work and I have checked all my fuses.

if it was just your brake lights i would say its the brake switch. if you have checked all light fuses next step would be checking the bulbs. if bulbs are good check continuity with a test light.

Im looking for the fuse for the right tail light

You do not have a separate fuse for each side, if the left side works, replace the bulb in the right side that isn't working.

Left rear Tail lamp not working (bulb and fuse is fine)

If you have access to a simple 12 volt test light, you can remove the bulb you replaced, turn on the turn signal and park lights and see if the test light lights up. If the turn signal contact blinks the test light and the tail contact lights the test light, you know your power supply to the bulb is good.
Next you will check the ground.
Using your test light, carefully touch the tail light contact with the test light tip and touch the test light ground to the socket ground. If the ground is good the test light should light.
Let me know what you find and we will go from there.

I would check your Auxiliary relay box. Check the R03 relay you might need to replace it. The Auxiliary relay box is located in the engine compartment (driver side)

Do you own a test light? Check for power at wires behind socket? Clean socket good , check contact spots for bulb & clean any rusty side of the socket with emery cloth, or sandpaper, for good contact also.
