Question about 1996 Ford Crown Victoria
Possibly a broken or leaking vacuum hose. not likely to be the vacuum booster. with the car running at idle go listen under the hood for a whistling sound. if you hear one start putting your hand over hoses in that area until it stops. then replace that line.
