Question about 2000 Chrysler Grand Voyager
Try replacing clockspring behind steering wheel had same problem with mine.

For the cruise control check the velocity sensor. Usually found attached to the engine near the transmission. Check if it is working. As for the other parts it may be related to the speed sensor. The wiring harness may have all of the pieces you are having issues with on the same harness. Check if the wires have developed bad insulation or loose connections.
