    there is no cover...
    Here is my problem:
In 1st gear it cuts off and on like someone is turning the key on and off, but in reverse it runs fine. Also, it backfires at around 1700-1800 rpms.

Is the horn heater radio all on the same relay and where would it be located on my 1989 yeep cherokee

9999 out of a 10000 ... no ... they should be separate. If they were on the same relay ... the heater would come on when you beeped the horn. If you turned on the radio, you wild beep the horn. ... and so forth. The heater is probably not on a relay nor is the radio. The horn is a heavy user of power and that is why it is on a relay.

My 1989 Jeep cherokee will not turn the starter

It's possible that the relay can click but is not connecting the starter solenoid. Check the small trigger wire on the starter and see if there is voltage there when you turn the key to the start position.(should be 12 volts there...if not go back to the relay) Also make sure there is 12volts at the main terminal of the starter. I assume you can turn the engine by hand? (put a wrench on the front crankshaft bolt and with the key OFF, try and turn it.)
Can't tell you exactly what's wrong there but those are the things I would look at first if I was working on it.

I have a 1989 cherokee the headlights, tail lights don't work

sounds like either a relay problem or a short. the only thing i can recommend is getting an electrical diagram for you vehical and following it and seeing if you can find any cuts in the wires or a broken fuse. It should be fairly simple to figure out a broken wire from a wire thats fine. good luck!

It is on the driver fender near air filter housing. Also next to the fuel pump ballast resistor. It is the white 3 inch long piece of ceramic on the fender with eletricial connectors on each end.
