Sounds like a short to ground issue.Unless that circuit is overloaded with accesories. You need to search the ignition wire from the column to the starter and find if that power wire is touching metal (grounding)

You have a high current draw or a short circuit or intermittent short. Replace the fuse with a bulb and when you get the light to go out, you will have found the short.

20 amp ignition fuse keeps blowing on my 2003 dodge stratus

SOunds like a closed short in the ignition system. The actual ignition could be at fault. The starter may be at fault. Pinched or exposed wiring touching the chassis or another live wire may be the cause. Check your manual to be sure the 20 amp fuse is the proper fuse for the ignition system. It may just be to low of an amp and may be a 25 to 60 amp fuse or more. Only use the recommended size of fuse as using too high a amperage in a fuse can cause bigger problems if the fuse does not blow in time. These fuses serve a purpose to save the electrical and electronic parts form unnecessary damage.

I keep blowing the 30 amp max fuse. I don't know if it is to the ignition or the fuel pump.

look under the top of the power distribution box it has a diagram.
The max fuse blowing means you have a serious short,a hot wire touching ground perhaps it's broken or pinched somewhere.
