The blower resistor will keep it from working on anything but high

Find the main blower located normally passenger side feet area. on the unit you'll find one or two plugs on a control module. replace that control module which controls the speed and swith off function via the dashboard console.
if you know someone who can solder or do basic electronics get them to replace the Thyristor normally attached two a big heatsink.
