The heater on the Passat works by always heating the heater core and then mixing hot and cold air to give the amount of heat your request. It does this with the blend door which is at the very bottom center of the dash, just above the carpet. A code reader isn't going to tell you a single solitary thing. Search for articles on fixing the blend door and I think you'll have found your problem. You are fortunate it isn't the heater core.

When is the last time you change the thermostat and coolant?
Recommended interval is 2 years.

Coolant is the heat carrier to heater core.
Top off the coolant level for now and re-test.

Long time before heater blows warm air

That seems pretty normal, the heater works by blowing excess heat from the engine coolant. So the coolant has to be warmed completely for the heat to work, you can get a heater that plugs into your cigarette lighter that will heat the vehicle instantly.

Heat blows out air but does not get warm, any ideas?

If it is faulty, yes.
Does the temp gauge show the engine is warming up to normal temp ?
Is the radiator full of coolant ?
Are the heater hoses getting hot ?
It could also be a faulty blend door under the dash. The blend doors direct air thru the heater core and the vents.

I have a 2000 pontiac grand prix with a digital climate control system. The heat quit working, it doesn't blow out any heat. Now that it is warm outside the air stopped blowing out any air. The digital temperature on the climate control is not correct. When it states that it is below 30 degrees on the ext and it is warm outside the air wont be cold. Once it starts going above 30 degrees the air gets colder. Today the blower stop working all together. Was told it maybe the climate control unit was bad. You can hear the door opening/shutting when you switch the temp from cold to hot. But there was no heat blowing out whatsoever in the winter time. Could you please give me your opinion on whether or not it is the climate control unit or something else?

Has problems staring when cold until its warmed up.

Do you have properly functioning heat riser tube?

The metal tube that connects to the exhaust manifold that provides heat for a cold engine until it warms up? You should also check the valve for fresh air / heat riser air. As the engine warms up the air supply switches from heat riser air to fresh air from the air filter assembly. I have most often seen this controlled by a valve with a vacuum hose.

good luck

Only cold air

Well the heat from a car comes from the coolant which warms up from the engine being on, so if your engine is off, the coolant wont warm up and flow through the heater core, and you wont get warm air. 95% of cars are like this.
