Test fan by unhoohing plug, run power and ground wires from battery to fan if fan runs then fan is ok, if not then bad fan, check fan relay and coolant temp sensor, if fan is ok,

Take out your gages under the dash and send them out to get fixed they are speed operated. What most likely happend is the dial in back the odometer is stripped.
the plug that you insert the lighter in to is bad but i do think there might be a inline fuses, follow the wires from the plug under the dash, if that's not it then your plug is bad
