My volkswagon polo 1999 speedo stopped woring whilst driving, and the fuel gage goes up and down and light comes on? is this a wiring problem or a fuse?

it could be both.but most likely cluster.scan the car while driving and check if scanner shows the speed .if it shows the speed that mean cluster is bad if it does not check the wiring and speed sensor in the transmission.thanks
