Question about 1990 Ford Tempo
If the car is old enough and you don't care you can drill three holes in the base of the front of the light to empty it out so you don't have to change the bulb constantly due to it flooding as i did or you simply can go to the dollar store and get some gasket stuff and take it apart and dry it and the use the gasket stuff to permanent seal I am going to try this myself as i have heard of this and will let you know further in a day or so plus i have to fill the drill holes because i still have the holes and that causes condensation but not the flooding that was burning out the bulbs.

You cant. unless you can get a paper towel on the end of a coat hanger wire . the the reason it has moisture in it, is because there is a crack or the headlamp is no longer sealed and will need replacement.
