You need to replace the flasher module, this is the module that controls the "Blinking" function of the lights, its a mostly a common part that you can get at any auto parts store for less than 10 bucks and is located in the Fuse panel under the dash, its round in shape in one corner of the panel. mostly they are green in color.

Do the hazard light's work ? Did you try replacing the turn/ hazard flasher ?
Remove the LH instrument panel (IP) insulator. Refer to Instrument Panel Insulator Replacement in Instrument Panel, Gauges and Console.
Remove the steering column filler panel. Refer to Steering Column Opening Filler Replacement in Instrument Panel, Gauges and Console.
Grasp the hazard and turn signal flasher and slide the flasher to the right to release the flasher tabs from the slots on the BCM bracket.
Disconnect the electrical connector from the hazard and turn signal flasher.

My brake lights and turn signals and hazard lights are not working in my 1999 lincoln town car, does anyone know how to fix.

You must have disconnected something when you replaced the heater core. Did you undo any multi-way electrical connectors. Perhaps you blew a fuse?

Where is the turn signal relay on a 1998 Mazda MPV?

It could be a fault of the multifunction switch

Both turn signals on my 1998 Ford Escort zx2 don't flash.

The 98 Escort is actually a Mazda 323 with Ford trim. It uses a solid state flasher relay for both turn signals and hazard lights.
The relay is behind the speedometer. My guess is the relay has died.
You can look it up online or check with your local auto parts store to get a visual.

My turn signals on my 98 B2500 Mazda Pick up go in and out of working. Sometimes they work and sometimes they don't. It is becoming more often that they don't work than they do. Not sure what

It may be that you have either you have a shorting or loose wire. It's not making the proper connection. Youd have to trace the wire and make sure it's secure, then see if that helps. If that doesnt work, keep checking backwards up the line, looking for a break in the wire[s].If thats not it you have to go further up to the fuses and check those. There are two different locations. A main fuse box under the hood and another fuse box inside the car. i'm not an expert...this is just a suggestion. I dont like electrical stuff because of all the possibilities; a shorting or loose wire is often hard to find.
