How many miles? GM engines (dont get me wrong i love 'em) are bad about lifter rattle at high mileage. i wouldnt advance the timing too far for fear of the engine running hotter, try changing to a high mileage oil, maybe even synthetic which has worked for me in the past, so I only use it now form day one.

Every time it rains my van wont start. next day its ok. what could i do to fix? its a 1993 gmc rally g-3500 van

check the ignition coil for spark or cracking noise there might be a crack in the casing the same for the distributor cap. If you cant seem to see the problem take a water bottle and spray around your engine whiles its in idle and listen to see if the engine sounds different ....but only spray one part at a time.

A wet/dry compression test should determine whether rings or valves. Does it burn oil all the time, or mostly when revved up ?

If my memory serves me right your van has a carburator. The stumble is in there. Take it to a reputable shop that specializes in rebuilding carbs and fuel systems. Time has taken its toll on yours but a good cleaning and rebuild should cure your stumble. Hope this helps.
