Gate wont open, lock and unlocked still wont open
It may be that the gate has dropped on it's hinges, try lifting as you open. (i assume a side opening gate)

SOURCE: liftgate and glass doesn't open
you have to get in behind tailgate interior trim and pull handle lever as this has come off from the actuator,once tailgate is opened remove panel and relocate actuator bar and you might want to cable tie bar in place for the future

The release handle and latch assembly are two separate parts. Between them is a control rod that falls off.
Unfortunately, the only ways in there are to either cut a hole in the inside panel, reach in and pull the rod, or to drill a 1/4" hole 5/8" from the left side of the latch cover trim, 1" down from the top. There is only one bolt holding the assembly on and that is where it is. Once you have drilled it out, slide the assembly to the drivers side to disengage the tab near the lock end.
Usually you can get the assembly pulled far enough out to get to the rod. (don't forget that the electric solenoid is still connected)You can re-use the assembly by counter-sinking a tulip bolt in the 1/4" hole and putting a nut and washer on the other side. Use a zip-tie to secure the rod to the clip it fell off of.
You can usually get a new inner panel cheap at a local scrapyard.

I have had several of the Tahoes with the same issue... the fault is with the lock/unlock actuator inside the rear door. if it fails and doesn't move the release on the latch... the door doesn't operate properly.What you will need to do is to remove the upper trim panel by pulling it off the door towards the front of the vehicle (it's held in by clips) and then pry/pull back the lower to access the actuator and move the arm and release the door.after you get it open and replace the lock actuator for the liftgate. This should take care of your issue.
