i JUST had this same problem and could not find an answer, so I will post my solution for others to see as im sure you already figured this out.
mine was the type of cap that is like a medicine top, push down then turn. it was making a clicking sound when I turned it to the left, but not come off :(
i pryed it up with my hands and snapped off the top of it. there you will probably see stripped threads and a broken spring. don't panic, there is a lip on it you can simply take a big set of pliers (i used a pipe wrench) to twist the remaining bits out. then go buy a new one. i spent $10 on a stant. works WAY better than piece of junk that was there previously.

I installed a new stereo in my Jeep and now it won't turn over. The stereo works fine. What could I have done to short out the starter to the ignition? I bought a new battery and that didn't solve the problem. Crossing the starter relay would not turn it over either.
