Question about 2002 Kia Rio
Most likely your door latch is broken and needs to be replaced. First, try to use a screwdriver and see if the lock jaw will reopen and when door is closed, if it will work properly. If it will not open or does not keep the door closed, it is broke and needs replacement.

Mine did this. I went around to each door and sprayed a liberal amount of WD-40 in the latch, then open and closed each door about five times. It hasn't done it since. I think the switch inside was not moving freely.

sounds like you lached the door
use a screw driver or some such tool
lift the outer handle and slip your tool in the middle of the lock hole in the door flip the lach open wile holding handle up

The reason it gets stuck up is that it's as if you shut the door, so it naturally wouldn't just go back down when you push on it. If it did that would mean your door would fly open and wouldn't stay latched shut when you drive. All you have to do is pull up on the outside handle while pushing down on the latch to simulate exactly what you do when you open the door and it'll go down easily
