If you mean by, 'will not turn over', that the starter itself doesn't run, can you hear a fairly loud 'click' when you turn the key? You will need a voltmeter or test light to check for power at the starter solenoid. Check the terminal that has the battery positive cable attached--it should have 12 volts at all times even when trying to start. If none, or it goes to zero when the starter is tried, check the positive battery connector condition--replace the cable if badly corroded (a green or white residue). Also check the negative terminal and cable. Check the condition of the body-to-engine ground cable as well. If power remains at the solenoid terminal, check the starter motor side of the solenoid--it should show power when the key is turned. If nothing, the solenoid is bad, if gets 12 volts, the starter motor is bad.

2004 XC90 Volvo, fan will not turn off, just installed new battery

you mean the engine fan or the interior heater fan ? if the engine fan it must just be a coincedence or the fan was running on before, and you might not have noticed, and if you replaced the battery because it kept going flat the fan running on to long could be the reason ,the engine temp sender may be the fault as fan is designed to run on after engine turned off to cool down components,so i'd get the OBD codes read this will pinpoint the sensor/switch that is at fault, save you time and money,as a temp fix see if you can disconnect the wire to the fan when engine has cooled as the new battery will soon be toast , plug back in when starting engine again being carefull in case the fan cuts in straight away which would also point to temp sender switch, keep me posted if you wish

Battery light

While engine is running, Disconnect (NEGATIVE-BLACK) wire from battery. If engine shuts off, Have another alternator installed. Engine should stay running if BLACK wire is temporarily disconnected. DO NOT RECONNECT WIRE WHILE ENGINE IS RUNNING. TURN OFF IGNITION ALL THE WAY AND THEN HOOK UP BLACK WIRE.

1989 Toyota Camery Wont Turn Over

If you can turn the engine by hand, your starter has gone bad. Cables get hot because energy normally used to turn starter cannot and has to go somewhere! If you can't turn by hand, it's possible engine is seized.

Engine light and battery light

No, and a new battery may not cure the battery light being on. A low or no charge condition will turn the red battery light on, a bad battery will not. A low charge condition could have turn the check engine light on. I would have it checked before I would start replacing parts.
