Question about 1999 Saturn SL
This problem definately sounds like a short in the grounding system. check the battery cables at the battery and where they connect to the car. make sure they are tight and clean, next look for any unplugged wires or wires that are broken or melted or bare. try going to the local library and see if they have any manuals for your vehicle.
