High co is caused by an overly rich mixture. this is affected by many things such as:
needs oil change (this does actually help, unless oil already new)
air filter
pcv valve
oxygen sensors
mass air flow sensor
manifold absolute pressure sensor
barometric sensor
coolant temp sensor
thermostat
intake air temp sensor
throttle position sensor
fuel pressure regulator
evap system
catalytic converter (as a last resort only since you can't really test this item...it almost always fixes an emissions problem, but is rarely the cause)
I may have forgotten a couple things, but that's a pretty good list

Where is the spare tire on a 97 Toyota tacoma?


It is under the truck bed. Look underneath from the tailgate and you should be able to see it. Some of them are encased in plastic these days to protect the spare from debris from the road.

I believe on the earlier Tacomas there should be a notch (maybe between the bottom of the tailgate and the bumper) for the tire iron to go into to access a nut to lower the spare tire

99 Toyota Tacoma a/c reads high pressure on low pressure side


Does the compressor run?
Low side could be high without a running compressor.

A running compressor?
The expansion valve itself is about $50 and bolts in.
You will have to remove the 134a gas before installing a replacement expansion valve and vacuum the system before recharging.
