Question about 1998 Toyota Corolla
Most newer cars headlighs are on regardless of time of day, this was a feature installed for the pourpose of driving threough tunnels, extremely shaded areas where vision of on comming traffic is limited, etc. but on vehicles not equipped with this feature the problem could be a stuck relay or relay switch, check the headlight relays to ensure they're working properly.
