You probably have a damaged compression bushing/crush washer on the injector. while you could try toghtening the banjo bolt (if the leak is coming from around the hose area), the solution will most likely be to get a new compression bushing or crush washer

My 2003 vw jetta tdi was running rough like a glow plug went out. I tested the glow plugs with a digital multimeter, one of the tested bad and replaced it and the problem is worse now. Could it be the glow...

If the engine is running, it is not the glow plugs as they are only used for cold starting and initial running and are switched off as soon as you move the vehicle or after 90 seconds, whichever comes first. You may have an injector issue or a turbo issue where the intake blades are clogged, the exhaust blades are clogged etc.
Take the vehicle to a professional and have them flow test the engine and check injector timing and fuel flow.
This will show up any air leaks etc in the injectors or any blockages in the intake and exhaust systems and any fuel issues.

When were the glow plugs last changed?

They sit over the cylinder like spark plugs and warm the diesel before it goes into the inlet manifold, greatly assists starting.

its not loosing the fule its running back into the tank, you have an air leak in the suckshion side of the fule line, a pin hole some were or a leaking joint it could even be in the fule pump itself or the fule filter "o" ring is leaking air but thats were the problem is try fitting a none return velve to the fule pipe upto the pump

2002 vw bettle tdi surging, only at idle in gear. clears up under power

is this model common rail or does it have an injector pump, injector pump has a built in lift pump and if this is weak then the transfer pressure is low which is causing scavanging.if this is the case then fitting an in line non return valve in the fuel in line can help, but more often than not fitting a low pressure in line fuel pump is a cheaper solution than an injector pump overhaul

2003 vw jetta tdi fuel filter

It is on the passenger side right behind the washer fluid fill tube. You can follow the fuel lines (look like 1/4" black tubes, some are clear) from the injector pump to it. It is a caniser a bit bigger than a normal looking oil filter and sits between the washer bottle and the metal that forms the wheel well. It is held in by a screw type clamp about half way down the cylinder. Probably isn't the fuel filter unless there is air in the lines to the injector pump or they didn't bother to fill the fuel filter up with diesel after putting it in. There is not a fuel pump in the tank in these cars so everything is sucked up by the injector pump and it needs to be primed properly.
