Because there will be extensive welding and other safety concerns, such as preventing carbon monoxide leakage into the passenger compartment, your best bet is to find a small muffler shop (not a national chain) that will do the job for you.

Muffler exhaust has a leak with no catalyc converter

You know the situation

Your car is illegal,it won't pass inspection or run
correctly as is

I would replace the entire exhaust system,at least
the necessary missing parts

When you have something like that, I suspect the entire
car needs a lot of work

I have a 1997 chev cavalier, and as I was driving I heard a dragging noise, I looked under my car and the tube from the exhaust that connects to the muffler is off, what will i need to fix this, my brother...

Take your car to a muffler shop and ask them if it's possible to reweld the exhaust pipe to the muffler. If the exhaust has rusted too thin, they wont be able to weld it safely, at that point you will have to replace the entire system unfortunately. Exhaust systems comes in sections, so ask them if its possible for them to replace the exhaust from the catalytic converter back only. It should be cheaper if they can do that. Good luck!

Water is getting out of the exhaust

Of course, I don't know the entire situation of your exhaust, but I doubt what you are seeing is water. The exhaust pipe carries out ignited gas fumes that your engine has ignited. Any unignited gas will escape through the exhaust pipe if it is not used properly. If large amount are coming out of you exhaust pipe, you are loosing a lot of money on gas. My best guess would be bad spark plugs not igniting the gas properly. I would try replacing those first. If you are not good with cars, I recommend taking the car to a certified professional mechanic. I hope this helps! Please feel free to ask any questions if needed.

Can I change just the muffler on my '02 dodge neon or do I need to change the entire exhaust system?

Change only the muffler if it is worn out, rusted,or has holes in it.Only change the exhaust if you see holes, cuts or any other place leaking exhaust. Make a good inspection of exhaust system before you decide what to do. Hope this will help you.
