You will need the key to unlock the steering so that you can remove the ignition housing. This is done as an anti theft measure. The only other way is to get a locksmith to unlock it for you, or break it.
The anti-theft has nothing to do with the steering wheel and key not turning. Most commonly the steering wheel is under tension which puts extra force on the steering wheel lock mechanism that is released when the key is turned. Try turning the wheel both ways while trying to turn the key to see if it will release. If the wheel has a little bit of play while you turn it back and forth that it is probable the lock cylinder that has failed.
I thing following happened: when the steering wheel is moved just a little bit with NO key inserted, it will lock itself (that's some common anti-theft measure). In order to get it unlocked, you have to insert the key and gently push to rotate it while you also gently move the steering wheel left and right untill the lock is released.
move the steering wheel while turning the key in the ignition and it should come unlocked. This happens sometimes, its just on a bind. Like i said just turn the steering wheel left and right the little bit that you can and the key will be able to turn.
it has a anti theft locking steering wheel column you have to put the key in then turn the string wheel to the left or right hard and while still holding the steering wheel turn the key. and next time fyi if you turn the steering wheel after the key is not in the ignition it will lock to prevent theft.
If you are unable to turn the steering wheel then you have engaged your anti theft system. To dis-engage, depress the brake fully, turn the wheel all the way in the direction that it gives, and apply pressure to the key and it should dis-engage the anti theft system.
