The cooling fan is controlled by a thermistor (heat sensor) on the radiator. The motor is also fused at the main fuse panel. Check fuses and if all good, motor needs to be checked. If motor is good, check heat sensor on radiator.

Video how to to change the blower fan on toyota Echo 2002

This blower fan in the 2002 Toyota Echo is located under the dashboard on the passenger side of the vehicle. It is covered by a plastic panel that snaps into place and shields the motor from accidental damage. When the blower fan fails, air will not come out of the vehicle's vents despite the fan control speed setting. A replacement blower motor can be purchased from a certified Toyota dealerships or any auto parts store

Fan motor does not stay on

fan motor stays on when engine is means their is a triggering devise to make ON and OFF. if you are experiencing high temperature than the normal, cooling system has defect. you need to check radiator, radiator cup and the thermostat. thermostat is the devise that make your fan motor's work.
