87 s10 Blazer 2.8 4×4 cranks but won't start fuel pump is not getting power unless hotwired Replaced fuel pump,fuel relay,ECM, distributor,ignition and new battery.

with replacing all those components did you test and check how far your power goes --need to check and test components [new doesnt mean free from defects ] and also test fuses ,fuse, panel, harness and connections

87 s10 blazer fuel pump wont come on but if you take fuel pump relay off put jumper wire on the fuel pump will run then it will start

The relay is grounded by the engine computer. The computer has to see oil pressure or RPM to turn the pump relay on.
Something is not telling the computer to power up the pump.

How do you change a fuel line on a 2002 S10 blazer

First you need to unsrew the gas cap to relieve the pressure in the fuel system and than remove and replace the fuel line.

I have an 87 s10 blazer with 2.8L I Replace tbi

on a vehicle that old the wires are brittle start at the injector and check for cracked or broken wire in the harness

2000 blazer 4.3 hard to start (fuel problem)

Do you have the fuel tester hooked the in the overgrown air valve on the fuel rail in the back of the engine? Or do you have the fuel line unhooked in the back and hooked to the pressure pump? You want the fuel pressure to be in that 60 lb range so if you are hooked into the pressure valve on the fuel rail allowing fuel to go through, then I am betting it is the fuel pressure regulator. To get to that, you have to take the throttle body off and take the plastic plenum that covers the injector packs. On the back of the mount where your six pack of injectors are sits the pressure regulator. If it is faulty then it is dumping fuel instead of holding the pressure like it should.
Get a Chilton or Clymer manual and it shows you in pretty good detail how to fix it. I've done it to my 98 S10 with the same engine.

If you unhooked the fuel line so you are losing pressure from the line back to the pump then I would say your pump is letting fuel back to the tank when it shuts off. My money is on the first possibility though.

It would be better to replace the whole line. chances are the whole thing is shot.
